新发展理念视角下海洋资源环境绩效审计研究

【摘要】第十三届全国人民代表大会通过将“贯彻新发展理念”写入宪法，其中绿色发展是建设美丽中国的关键。海洋资源环境绩效审计的目标是促进海洋资源环境的可持续利用，同时实现经济效益、社会效益和生态环境效益。本文以新发展理念下绿色发展的视角出发，结合审计理论和绿色发展相关理论，探讨了海洋资源环境绩效审计的理论框架，探索海洋资源绩效审计发展现状，并通过案例分析印证理论框架，最后从健全法律法规体系、加强审计队伍建设、完善审计技术方法和重视绩效审计评价四个方面提出可行建议。
